ECFC Appoints Donna Crisalli as Technical Advisor

WASHINGTON--(BUSINESS WIRE)--ECFC, the leading nonprofit organization promoting choice in benefit solutions, is excited to announce the addition of Donna Crisalli as Technical Advisor. Crisalli will serve as an expert in the Technical Advisory Group and will be available to consult with ECFC members as the organization continues to expand its influence in advancing health care consumerism.

As part of her role, Crisalli will be advising ECFC on matters pertaining to the eligibility of expenses for medical claims subject to the Internal Revenue Code section 213(d). This section defines qualified medical expenses that can be paid to an individual, on a tax preferred basis, through account based health plans including flexible spending accounts (FSAs), health reimbursement arrangements (HRAs) and health savings accounts (HSAs).

After twenty years working with the Internal Revenue Service’s Income Tax and Accounting division in multiple senior-level positions, Donna retired from the Internal Revenue Service Office of Chief Counsel in late 2015 as Senior Level Counsel. As a well-known primary expert on medical expenses under section 213 of the Internal Revenue Code, Donna is a welcome addition to the ECFC Technical Advisory Group.

Crisalli has extensive expertise in other cafeteria plan benefits such as the dependent care credit card on travel and entertainment, including related accountable plan, employment tax, and fringe benefit rules. She also has extensive familiarity with the Affordable Care Act, including the employer-related rules.
