Marion McFadden

Enterprise Community Partners Inc. (Enterprise) has named Marion Mollegen McFadden vice president of Public Policy. McFadden comes to Enterprise from the U.S. Department of Housing and Urban Development (HUD), where she served as deputy assistant secretary for grant programs.

In her new role, McFadden will lead the day-to-day activities that advance Enterprise’s long term policy platform, which focuses on building communities of opportunity across the country by creating affordable homes connected to good schools, jobs, transit and healthcare. More than 19 million low-income families across the country are housing insecure, meaning they spend more than half of their monthly income on housing.

“Marion’s experience with the nation’s most pressing housing and community development issues makes her an incredibly valuable addition to our Public Policy team,” said Terri Ludwig, president & CEO, Enterprise Community Partners. “Marion’s commitment to building opportunity through advocacy at the federal, state and local levels will accelerate progress on our generational goal: ending housing insecurity in America and connecting families to opportunity.”

McFadden has worked closely with governments at all levels to preserve vital housing and community development programs and expand housing options for low-income families. Over the past 15 years at HUD, she oversaw multiple initiatives that involved affordable housing, including the Community Development Block Grant Program (CDBG), the HOME Investment Partnerships Program, the Housing Trust Fund, the Neighborhood Stabilization Program and CDBG Disaster Recovery Program.

McFadden worked with the White House and Congress on the enactment of more than a dozen emergency programs with budgets totaling almost $50 billion, including long-term disaster recovery appropriations after September 11, Hurricane Katrina and Superstorm Sandy.

McFadden’s experience also includes roles at the National Coalition for the Homeless, the Government Accountability Project and the U.S. Department of Justice. She holds a J.D. from Howard University School of Law and a bachelor of arts from Northwestern University. Prior to law school McFadden served in AmeriCorps at City Year.

Scott Hoekman, senior vice president and chief credit officer at Enterprise Community Investment, will also expand his ongoing engagement with Enterprise Community Partners’ Public Policy team, becoming a senior advisor.

Added Ludwig, “We are lucky to have Scott deeply involved in our Public Policy work, and I am excited that he has agreed to formally take on this role. His expertise and background will greatly benefit Enterprise and our partners as we pursue our goal to end housing insecurity and create opportunity in communities across America.”
