A partner and firmwide chair of Perkins Coie’s Government Contracts practice, Andrew focuses on government contract litigation and counseling. He litigates in state and federal courts across the country as well as before various government Boards of Appeal and administrative agencies, including the Government Accountability Office and the Office of Dispute Resolution for Acquisition. He advises clients on claims, contracts, regulatory and data rights matters.
Andrew speaks and writes extensively on litigating contract claims and bid protests, protecting contractor IP rights, alternative dispute resolution and setting litigation reserves. In 2014, Andy won the highly prestigious Burton Award for Distinguished Legal Writing. In 2007, when he was a senior member of Northrop Grumman Corporation’s law department, the American Corporate Counsel Association named him the Outstanding In-House Counsel of the Year for the Washington, D.C. metropolitan area, including the Maryland suburbs and Northern Virginia. He previously served as an advisor to the American Bar Association’s Federal Practice Task Force, working with judges and lawyers to improve the practice of law in federal courts, and on the Federal Bar Association’s Subcommittee on Government Contracts.
