10/2/18

Deloitte announced today that Kevin Youel Page has joined its civil government sector as a specialist executive within Deloitte Consulting LLP. With a nearly three-decade career in the private and public sector, Youel Page has extensive background with the U.S. General Services Administration (GSA) and Department of the Treasury.

He will provide strategic insight and thought leadership to Deloitte' civil government sector clients, leveraging Deloitte's suite of professional services and solutions to help improve performance, drive transformation and advance service delivery transformation and shared services.

"Kevin is a well-known leader who is not afraid to take on big, transformative challenges," said Dan Helfrich, principal, Deloitte Consulting LLP, and government and public services leader. "Kevin's experience and passion for public service is a tremendous addition to our team as we continue helping our government clients with their own journeys of transformation."

Before joining Deloitte, Youel Page served as the Deputy Commissioner of the Federal Acquisition Service. In this role, he was the chief operating officer for a $10 billion shared services operation with 3,400 professionals responsible for supporting $50 billion of government wide contract support annually.

During his tenure, he helped lead adoption of category management government wide, while increasing GSA business volume, customer focus and loyalty, and employee engagement. Through his time at GSA, Youel Page held other roles, including Assistant Commissioner for Integrated Award Environment and Deputy Assistant Commissioner for Integrated Technology Service.

"Following my years of service with GSA and the Department of Treasury, I wanted to work for an organization seen as a trusted adviser to government leaders continuously striving to modernize and improve services for the American people," said Youel Page. "Deloitte is a natural next step for me, and I'm excited to help our clients make Americans proud of their fine work."

While at the Department of Treasury, Youel Page led the staff responsible for acquisition policy, human capital, oversight and continuous improvement. He led the Treasury's operational acquisition response to the financial crisis in 2008. He also started the Department's first Strategic Sourcing Program, engaging cross-bureau interdisciplinary teams to generate common requirements and leveraged sourcing strategies. Working with OMB and other agencies, he expanded that effort into the Federal Strategic Sourcing Initiative to drive federal wide governance, which has evolved into the category management initiative that is saving over $5 billion per year today.

"Deloitte is committed to helping governments improve how they serve citizens every day," said Kavitha Prabhakar, principal, Deloitte Consulting LLP, who leads Deloitte's civil government sector. "Kevin's passion to help the public sector aligns perfectly with our mission of helping our federal clients transform how they operate on a daily basis."

Youel Page holds a bachelor's degree in political science from Tufts University and a master of business administration from the University of Michigan Ross School of Business.
