Randy Elliott has rejoined the Washington, D.C., office of McCarter & English, LLP as a partner in the Environment & Energy Practice Group.

Elliott most recently served as senior director, regulatory counsel for the National Rural Electric Cooperative Association (NRECA), an organization that represents the interests of over 900 electric cooperatives in the United States.Before that, he served as regulatory counsel for the American Public Power Association (APPA), a service organization for the more than 2,000 U.S. community-owned electric utilities that serve more than 49 million Americans.

Elliott counsels and represents utilities, trade associations, state agencies, local governments, financial institutions and consumer representatives in regulatory and litigation matters. He has handled more than 20 appellate matters, covering issues such as restructured electricity markets, regional transmission organization tariffs, transmission rates, utility mergers and acquisitions, and utility bankruptcies. He also advises clients on matters involving power contracts and renewable energy.

As regulatory counsel at the APPA and NRECA, Elliott represented the associations before the Federal Energy Regulatory Commission (FERC) in matters concerning capacity markets, electric storage, distributed energy resources and the Public Utility Regulatory Policies Act.

Before working in private practice, Elliot served as an attorney in the Office of the Solicitor at the FERC, handling appellate litigation in the federal courts of appeals and the Supreme Court.

Elliott received his undergraduate degree from the Massachusetts Institute of Technology, a master’s degree in public policy from the Harvard Kennedy School, and his J.D. cum laude from Harvard Law School.
