Miles & Stockbridge announced today that Thomas E. Zeno, a highly-regarded trial lawyer and former federal prosecutor, has joined the D.C. office of the law firm as counsel and co-chair of its White Collar, Fraud and Government Investigations Practice. During his more than 25 years with the United States Attorney’s Office (USAO) for the District of Columbia, Zeno investigated and prosecuted economic crimes involving healthcare, financial institutions, credit cards, computers, identity theft and copyrighted materials. He also led highly publicized matters, including hearings related to the conditions of release for John Hinckley, Jr., the attempted presidential assassin, and the prosecution of government officials.

“We are thrilled Tom has joined Miles & Stockbridge,” said John Stalfort, managing principal of the firm’s Washington, D.C. office. “We are living in an unprecedented time, where government scrutiny related to CARES Act money is expected. With the unique experience and perspective of having personally investigated and litigated hundreds of matters for the government, Tom will be a superb advocate for our clients.”

Among his roles with the USAO, Zeno served as the Healthcare Fraud Coordinator and supervised investigation strategies of agents from the Federal Bureau of Investigation, the Department of Health and Human Services, the Drug Enforcement Administration and the Medicaid Fraud Control Unit regarding healthcare offenses. He also served as the liaison with the office’s civil division on joint proceedings. In addition, Zeno served for several years as the Executive Assistant US Attorney for Operations, where he helped supervise the criminal division of the office.

“I am excited about Miles & Stockbridge’s plans for the practice and working closely with Holly Drumheller Butler, Ray Monroe, Cameron Hamrick, Lisa Keenan, Robert Wells and the many other lawyers in the firm’s highly regarded corporate, government contracts and health care practices,” said Zeno. “An incredible opportunity exists right now to help businesses prepare for government scrutiny that inevitably will follow distribution of trillions of dollars in assistance throughout the economy.”

Before joining Miles & Stockbridge, Zeno practiced in the D.C. office of a global law firm, where he represented companies, audit committees, medical providers and individuals by conducting internal investigations and defending against government investigations under the False Claims Act (qui tam) and Foreign Corrupt Practices Act (FCPA).

“Tom is a great asset to our firm and our growing White Collar, Fraud and Government Investigations practice,” said Holly Drumheller Butler, co-leader of the practice. “He is well-respected, deeply experienced in both investigations and trial work, and strongly positioned to handle burgeoning growth areas, including investigations and False Claims Act and fraud cases related to government programs. I am excited to partner with Tom as we further expand our firm’s capabilities.”
