Frances O’Connell Taylor
Miles & Stockbridge announced today that two lawyers and two paralegals from a leading Maryland immigration law firm, Taylor & Ryan, have joined the firm. Frances O’Connell Taylor, a founding partner of Taylor & Ryan, a Pikesville immigration firm, joined Miles & Stockbridge as a principal in the firm’s growing Immigration Practice Group. Joining Taylor are Tina Goel as a staff attorney and paralegals Judy McArthur and Tara Ostrowski.
Twice named by Best Lawyers as “Lawyer of the Year” in immigration, Taylor has over 30 years of experience in immigration. Her practice includes preparing and filing business and family-based immigration cases, advice on immigration strategies and policies, and assistance with government audits and investigations, as well as applications for citizenship. While her practice spans a wide range of industries, she has considerable immigration experience in the health care and academic fields.
“Frances and her team offer deep experience in a niche immigration practice critical to the region—bringing highly-skilled research and medical professionals to universities, hospitals and other health care providers,” said Sufen Zhang, leader of the Immigration Practice Group at Miles & Stockbridge. “Her proven track record with bringing top talent to health care employers is very well-matched with our firm’s focus on business immigration and our corporate and litigation support for health care companies.”
“COVID-19 has brought unprecedented immigration challenges to employers,” continued Zhang. “With stringent immigration restrictions recently imposed by the administration and the possibility for more under the pandemic, both of our teams have been very busy helping clients navigate difficult and complex situations and processes.”
The expanded group will continue to focus on business immigration and helping U.S. employers transfer, hire and retain foreign talent, including multinational managers and executives and professionals in engineering, technology, financial services and other fields. They also will continue to advise businesses on I-9 compliance, immigration-related audits and investigations, immigration implications of corporate transactions, and immigration policy development and implementation. For all of these areas of immigration law, Frances and her team add deep experience in helping hospitals and other businesses in the health care industry with their significant legal needs related to immigration. “We weighed different options for our firm and chose Miles & Stockbridge for its commitment to client service,” said Taylor. “It was clear that the firm’s lawyers place clients’ needs up front, just as we have always strived to do.”
