Richmond Planning Commission Approves Nine-Story Condo Project Near Tobacco Row

With little discussion Monday, the Richmond Planning Commission signed off on a special-use permit for a 15-unit, nine-story condominium development on East Cary Street near Great Shiplock Park and Tobacco Row.

The future site of the One Shiplock development, which will include two stories of partially underground parking, was part of the commission’s consent agenda, which was unanimously recommended for approval, with one member absent. Planning Commission member David Johannas, owner of Johannas Design Group, which is the architect on the project, recused himself from the vote.

The property is a 0.3-acre vacant lot bounded by Cary, Dock and Pear streets but is zoned for heavy industry and does not permit residential uses, hence the need for the special-use permit.
