A multimillion-dollar renovation of subsidized apartments on Newport News' waterfront is on hold after City Manager Jim Bourey objected to the plan.
Bourey says he opposed a proposal to issue up to $16 million in tax exempt bonds to help finance purchase and renovation of Ivy Tower apartments because of his belief that high-rise apartments for low-income tenants is an approach that doesn't work.
In a briefing paper to the City Council, Bourey said only that it would be a bad idea to make a long-term commitment to the building, given the recent award of a $500,000 federal grant to begin a planning process in the Southeast Community.
