Making a prominent addition to its Government Affairs Business Unit, Stroock announced the arrival of Seamus Curley, an experienced litigator and transactional advisor to leading government contractors at the federal, state and local levels. Mr. Curley joins Stroock’s Washington, DC office as a partner.

Formerly a partner with DLA Piper in Washington, Mr. Curley brings a broad-based practice on behalf of government contractor clients, with an emphasis on protests and disputes involving high-value procurement contracts and government real estate matters. He has litigated in state and federal courts and before administrative forums on bid protests, size-related protests and appeals, Contract Disputes Act matters, as well as commercial disputes.  He also regularly advises contractors on pre-dispute matters, including the preparation and negotiation of requests for equitable adjustment seeking increased compensation or schedule relief.

Mr. Curley also advises firms on due diligence for mergers and acquisitions involving government contractor targets.  In addition, he helps clients navigate the complex rules governing domestic preference/country-of-origin requirements, such as the Buy American Act and Trade Agreements Act, as well as business ethics and compliance issues.  He also frequently negotiates subcontracts and teaming agreements and represents contractors responding to government audits or conducting internal investigations.

Mr. Curley has significant experience at the intersection of real property law and government contracts, including representing commercial landlords on real property leases with government agency tenants and companies involved in government-funded construction projects.

Mr. Curley frequently speaks and has published on government contracts issues, including on compliance matters, the mechanics of and strategies related to bid protests, and domestic preference rules.
