Martinsville Council Considers Plan To Repay Tobacco Commission Grant

The City Council on Tuesday will consider a proposed agreement to repay most of the $800,000 it put toward a failed effort to establish a medical school in Martinsville.

The $800,000 Tobacco Region Opportunity Fund (TROF) grant was received by the city from the Tobacco Commission in July 2015, and the city distributed the funds to the Integrative Centers for Science and Medicine, which aimed to start the College of Henricopolis School of Medicine.

That school never opened for students. In addition, the 36-month grant stipulated that the medical school meet certain benchmarks by the 18-month mark, including the hiring of 25 percent of staff (30 full-time equivalent employees) and the generation of $1.5 million in capital investment. The college failed to meet those benchmarks.
