John G. Osthaus has joined Evermay Consulting Group to provide acquisition insight and advice primarily for the Department of State.

As former Director of Office of Interagency Affairs, Office of Information Management (OIM), Department of State, Mr. Osthaus directed Information Management’s liaison programs with other U.S. Government agencies and foreign governments. As the forerunner of today’s Bureau of Information Resource Management, OIM provided information technology systems and services that the Department required to carry out U.S. foreign policy.

Mr. Osthaus is an expert in appropriations and highly complex budget issues, having exercised major authority over $20 billion in annual spending. Mr. Osthaus annually negotiated appropriations issues with the Office of Management and Budget, the State Department, and Members of Congress.

In his position as Chief of Staff, U.S. House of Representatives, Appropriations Subcommittee on Commerce, Justice, and State, Mr. Osthaus provided financial analysis to the 11-member subcommittee, drafted appropriations bills and assisted members in enacting bills into law. He worked closely with executives across the Department of State. Mr. Osthaus also provided staff oversight on the Departments of Commerce and Justice, the Judiciary, and the appropriation bills of 20 additional independent agencies.
